ACCAN’s Submission to the ACCC on the Infrastructure Record Keeping Rules Review

ACCAN recently made a submission to the Australian Competition and Consumer Commission (ACCC) supporting proposed amendments to the Infrastructure Record Keeping Rules (RKR) aimed at improving transparency, competition, and accountability in telecommunications infrastructure reporting. These changes are important to ensure that infrastructure data reflects current market realities, promotes fair competition, and enables effective regulatory oversight. ACCAN welcomes measures to expand reporting to include mobile virtual network operators (MVNOs), active and passive infrastructure sharing, and government co-funded projects. This will help ensure that public funding delivers tangible benefits for consumers, particularly in regional and remote areas.
This submission recommends that the ACCC:
Strengthen oversight of infrastructure ownership and active sharing arrangements where government funding is involved to ensure they operate in the public interest.
Formalise requirements for consistent and comparable coverage map reporting to improve transparency and consumer information.
Continue developing the RKR framework to enhance accountability and market visibility in line with evolving technologies and infrastructure models.
