Sunsetting of the Telecommunications (Participating Persons) Determination 2015

ACCAN recently submitted to the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts (the Department) on its review of sunsetting the Telecommunications (Participating Persons) Determination 2015. The Determination sets an eligible revenue threshold for the Telecommunications Industry Levy (TIL) and requirements for carriers to contribute to the Annual Carrier Licence Charge.

Voluntary Code of Practice for App Store Operators and App Developers

ACCAN recently provided our views to the Department of Home Affairs on a Voluntary Code of Practice for App Store Operators and App Developers discussion paper. The proposed code is modelled on a voluntary code in the UK. In ACCAN’s view, voluntary codes are not appropriate for providing consumer protections, particularly for important issues like cybersecurity.

Spectrum Licence Renewals in Australia - Professor Richard Holden

This submission, authored by Professor Richard Holden and commissioned by ACCAN, responds to the Australian Communications and Media Authority’s (ACMA) proposal regarding Expiring Spectrum Licenses.


ACMA’s proposal is not consistent with its stated objective that “spectrum is a valuable public asset, and industry should pay a fair price for its use.”


The proposal makes a number of fundamental economic errors in reaching its conclusion. Implementation of the proposal would shortchange the Australian public, erode public trust in regulatory processes, and undermine competition in the telecommunications sector.

ACCAN’s submission to the Productivity Commission highlights the dire need for reform in Australia’s privacy protections to effectively protect personal information and drive consumer confidence. The reforms outlined in the Privacy Act Review represent a tangible first step to balancing the needs of consumers and enabling more ethical business practices. This will in turn drive good business practices, foster trust in Australia’s digital economy and boost productivity.
