Proposal to amend the Prepaid Determination

ACCAN recently submitted to the Australian Communications and Media Authority (ACMA)’s proposal to amend the Prepaid Determination.  

The Prepaid Determination sets out requirements on telcos to collect and verify a customer's name, address, and date of birth, using approved ID verification services, prior to supplying a prepaid service. 

The ACMA is amending the Determination to allow telcos to use the Australian Government’s Digital ID service. 

The submission recommends the ACMA amend the Determination to: 

1. Ensure identity verification options include one non-digital method. 

2. Apply the terminology of the Telecommunications (Domestic, Family and Sexual Violence Consumer Protections) Industry Standard 2025 (the DFSV Standard) to the Prepaid Determination and expand section 3.2 to ensure the exemption applies to all consumers affected by domestic and family violence (DFV).
