Spectrum coverage obligations

The Australian Government should implement coverage obligations on Mobile Network Operators through amended carrier licence conditions. The coverage obligations should be equivalent in value to the real discount received by Mobile Network Operators through the renewal of Expiring Spectrum Licences. ESL coverage obligations should be codesigned with communities experiencing unsatisfactory mobile coverage and require regular public reporting on fulfilment of obligations.
