Consultation on Audit of Telecommunications Infrastructure Assets Record Keeping Rules – proposed amendments

ACCAN recently submitted to the Australian Competition and Consumer Commission (ACCC) in response to its consultation on the audit of telecommunications infrastructure assets record keeping rules (RKR).
The submission welcomes the proposed amendments that align the RKR with the Telecommunications (Mobile Network Coverage Maps) Industry Standard 2026 (the Industry Standard), and capture subsidiaries and related entities under the listed record keeper reporting as sensible measures to ensure RKR reporting is comprehensive, relevant, and consistent.
ACCAN calls for greater discussion and justification regarding the proposal not to require record keepers to provide separate coverage map files for each frequency band, based on each predicted coverage level in the Industry Standard, as it risks significant information loss with no clear advantages at a time when reliability and quality of coverage have become increasingly important.
In the absence of such an explanation, ACCAN does not agree with this proposal and recommends the complete reporting of predicted coverage levels, in keeping with the Industry Standard.
