Record Keeping Rules Review 2025

ACCAN recently submitted to the Australian Competition and Consumer Commision’s (ACCC) submission on their Record Keeping Rules Review consultation. As the peak body representing communications consumers in Australia, we recognise that transparent and accountable data reporting is critical to ensuring a fair, affordable, and competitive communications sector.
ACCAN supports the ACCC’s proposed reforms to modernise and streamline telecommunications record-keeping rules, recognising their value in improving regulatory efficiency and data usability. However, ACCAN recommends that the ACCC implement additional measures to maintain strong consumer protections.
Achieving this should be a national focus for the Australian Government. ACCAN sees a unique opportunity for the government to prioritise reforms to ensure that:
All consumers, especially those experiencing vulnerability, must have access to affordable, transparent telecommunications services.
Data reporting must support affordability, visibility, and consumer protection in a changing market.
Market practices, including pricing and infrastructure sharing, must remain transparent and accountable to regulators and the public.
Regulatory and policy responses must be evidence-based, timely, and responsive to emerging consumer risks and industry behaviour.
