Voluntary Code of Practice for App Store Operators and App Developers

31 July 2025

ACCAN recently provided our views to the Department of Home Affairs on a Voluntary Code of Practice for App Store Operators and App Developers discussion paper. The proposed code is modelled on a voluntary code in the UK. In ACCAN’s view, voluntary codes are not appropriate for providing consumer protections, particularly for important issues like cybersecurity.

ACCAN recommended that the Australian Government:

  1. Adopt stronger cybersecurity standards for app stores and app developers than those found in the UK’s Code of Practice for App Store Operators and App Developers.

  2. Progress digital competition reforms currently being considered by Treasury.

  3. Prioritise further reform of the Privacy Act 1988 (Cth).

  4. Establish a digital platforms ombuds scheme to provide independent external redress for app consumers.
